My only comment is that the delineation between -F and -P is going to cause 
confusion, misconfigurations, and much wailing and gnashing of teeth.

since the targets of -F are known, it seems these switches can be combined.

$ postconf -P smtp/inet/chroot=y
$ postconf -P 'submission/inet/smtpd_tls_security_level=may'

There's no chance the first entry could be mistaken for a parameter, right?
