What would happen with clients that are "OLD", when their status
"expires"? While "brand-new" clients can reasonably be asked to come
back later, should the same apply to clients that are being re-tested
from time to time? Is the database purge ttl longer than the record
revalidation ttl? Does postscreen have a concept of re-validation
vs. initial validation?
