Habitually sending mail to large list is very different from routine mail delivery. The cost shifts from building a functioning mail delivery pipeline to building a list-management process that handles the lifecycle of adding users who join your list, or choose to leave it or whose mailboxes become permanently unreachable. Failing to manage lists is a strong sign of spamming. A bulk sender must deploy bounce processing software to track persistent delivery issues and remove no longer reachabe users.
