No real need to read the code, unless you want to study it anyway. If you
need to constantly move mail between queues even while it is actively
being delivered (generally a bad idea), then use "oqmgr", instead of
"qmgr" for now. Much better: don't move mail around while it is being
delivered. Or if you, don't move it back into the queue right away.
