This log entry repeats ad infinitum.
This looks like a port 25 block to me. Check with your host to make sure they
are not blocking outbound port 25, many of them require a request to open the
port.
Might be a more general networking problem too. Given the postfix versions the
OP upgrading from/to they may have directly upgraded two Ubuntu LTS versions,
which isn't supported. You have to upgraded such systems in two steps.

Actually, no upgrade was performed. I bought a second server, Gandi lays
down the image of choice, I chose Ubuntu 24.04 LTS, and added packages
from there. I ran the Postfix configuration script and then checked the
contents of /etc/postfix/main.cf against the same file on the old
system, and they matched almost perfectly. I fixed the discrepancies,
which were largely in the "myhostname" and "mydomain" sections, tried to
use 'mail' to send myself a message from the new system, couldn't, and
started posting here to learn what I'm doing wrong._______________________________________________
