acho que percebi o meu erro.
como estou a fazer um buffer a um ponto e não a uma linha os tais 20 metros
que aparecem no final da expressão devem estar a funcionar como expoente
alterei para:
/UPDATE query
SET buffer = ST_Buffer(ST_GeomFromText( 'POINT(' || coordlong_fimov || ' '
||coordlat_fimov || ')',4326), 0.001);/
e já obtive algo satisfatório:
