Hello ports, Attached is a small update to libircclient, bumping the version to 1.10.

This release fixes API incompatibility with OpenSSL 1.1.x
I also added a small patch to fix the library to work with an SSL connection. As
of 5.6, SSLv2 was removed from OpenBSD. Therefore, the library was instantly
failing on setting the context option for SSL_OP_NO_SSLv2.
New port is working and connecting to ngircd via SSL.
