Basically things are worked on as and when possible. ARM is more limited than some other arches because few porters have hardware and builds are rather slow. It's not the right platform to use with OpenBSD if you want everything to work without rolling up your sleeves and pitching in. Although, I don't think gcc 4.9 failing itself would make that much difference any more. There isn't very much that will be built with gcc on a clang arch.
