You are correct, it's a TEST_DEPENDS as well, which then requires cov-core. Now here it gets tricky. cov-core has seemingly been absorbed into py-test-cov 2.0 this version does not exist on pypi but it does exist on github, however I haven't succeeded in getting this update to build correctly. And that seems to be true in general it's marked as "build failing". With py-test-runner and py-cov-core as TEST_DEPENDS py-jwt now passes 'make test' without an internet connection as it should. New diff plus new port py-cov-core attached. thanks, .jh
