Yep, looking at the command history, I've typed "pkg_locate *share/local/ru_RU", without "e". Lack of results made me thinking they come from mtree. No cookie for me. But, actually, you're wrong, too. :) ru_RU isn't in gettext, only few ports use this 2-parts locale name. Same applies to some other locales, too. As a result, there is nothing to change in this port (at least, regarding locale files), ever, given that they work.
