security/libotr 3.1.0

[Sebastien Carlier]

The security/libotr port has no maintainer.  I have upgraded this port
to the latest release and cleaned up old cruft (thanks to espie@ for
useful guidance).  I have a tarball ready to go, would someone be
willing to have a look?
