Committed with the seemingly more correct

        ${SETENV} ${MAKE_ENV} ${MAKE_PROGRAM} ${MAKE_FLAGS} -C ...

In principle this is wrong and these ports

cad/xcircuit
games/angband
games/puzzles
games/xlife
lang/squeak/vm

use both MAKE and USE_GMAKE. I'll check tomorrow whether they should be
patched.
