SCGI fix for "max-procs" -- it doesn't work in current 1.4.* branch.

This patch makes the SCGI interfaces (www/py-flup, www/CherryPy (using flup), 
www/py-paste, etc.) workable. Without it lighty runs 4 procs, and makes the 
wsgi-servers conflict with each other for one socket. Of course, you may run 
separately lighty and wsgi-server (using host and port).. but very often it's 
useless to get your work done.
