It is present but has a suffix of the PHP major version number (phpize-7.4, phpize-8.0, etc). You can tell pecl to use it with "pecl config-set php_suffix -7.4". I don't really recommend installing compiled extensions outside of packages though, it is better if they can be added to ports/packages instead so that they get rebuilt for OS updates etc. I've just written one (https://marc.info/?l=openbsd-ports&m=164104022308161&w=2), hopefully we can get it into -current sometime soon.
