This sounds like you've upgraded Encode using the CPAN client, hopefully
can resolve this, but you can tell for sure if you look for:

/usr/local/libdata/perl5/site_perl/*/auto/Encode/Encode.so


If that exists, you'll have to clean up whatever you installed using a
CPAN client outside of packages.

(I have some ideas for making this better in the future, but it won't
help for 6.9)
