It doesn't explain the reason.

Why is such operation ever needed?

The package version doesn't change, and there are no dependencies that change, so why does it need to reinstall pkg?

Do you have multiple pkg repositories on this system?  I've been seeing this behavior to happen for years when more than one repository is configured.

We always had 2 repositories on pfSense and it was not something trivial to see on FreeBSD systems, but nowadays with pkgbase it's becoming more common so I guess more people will see it happening.

I just found the issue report I opened back in 2017

https://github.com/freebsd/pkg/issues/1613

Someone mentioned about having more than one repo at #bsdports years ago.
