So far I tested in the earlier days it queues poudriere commands.

So let's say that you are currently running a bulk and you want to add
another test build it will queue to the commands and automatically start
the new build once the previous one finishes.

One more thing this was BROKEN for a long while but it is supposed to
work again with the latest poudriere version.
