gtk-doc package is legacy/outdated mechanism to gen html docs
It seems required indirectly by meson in x11-toolkits/gtk40: docs/reference/meson.build:l4 gidocgen = find_program('gi-docgen', required: get_option('gtk_doc'))
gtk_doc knob for meson config is not equals to gtk-doc package requirements but for gi-docgen from textproc/py-gi-docgen.
