go.port.mk: don't assume MODGO_DIST_SUBDIR exists, ok sthen
While it is normal for a Go port to have hundreds of deps, some of them
can do without and still be useful (textproc/der-ascii is an example).
If such a port sets MODGO_MODNAME, MODGO_SETUP_WORKSPACE unconditionally
enters the ${WRKDIST}/${MODGO_DIST_SUBDIR} to copy all dependencies into
the proper place but since the directory only exists if this directory has
been populated by another port, the build may fail, as reported by thfr:

/bin/sh: cd: /usr/ports/distfiles/go_modules - No such file or directory
Only enter the directory if _MODGO_SETUP is non-empty, in which case
the directory is guaranteed to exist (or the cd error is legitimate).
