Remove x11/lxqt/compton-conf and x11/lxqt/build-tools
Upstream has discontinued work on compton-conf and recommends using picom-conf
instead. picom-conf has been imported and there is an update path for
compton-conf.
build-tools no longer has any consumers and is also dead upstream.
