I'm just guessing: when processing the Pre-Tag map, the first match wins. Is it possible that inside the map you have inserted, in between those two networks 82.144.192.0/19 and 195.144.25.0/24, your local 192.168.x.x addresses (to be tagged as 0)? If that's the case, you can also use some new keywords to alter the normal "flow" of the map: jeq, label, return and stack. All explained in examples/pretag.map.example file. If that's not the case, can i please ask you to send me (privately, because it's rather long) your complete configuration, Pre-Tag map and Networks file?
