That is a possibility. /etc/rc contains the following:

sysctl -w kern.sysv.shmmax=4194304 kern.sysv.shmmin=1 kern.sysv.shmmni=32 kern.sysv.shmseg=8 kern.sysv.shmall=1024

but all attempts to change the values failes regardless if the value is larger or lesser:

root# sysctl -w kern.sysv.shmmax=4194305
kern.sysv.shmmax: 4194304 -> 4194304
