Many things have changed in BBC since last Sept. There have been changes to audio formats (e.g. Flash no longer supported, etc). The highest non UK user can play HLS format is 48kbps. However BBC have DASH format (replace Flash etc) in beta and same program is available in 96kbps to non UK uses but you'll need to install the test version of BBCiPlayer and BBCiPlayer and change setting to use DASH ( i.e. remove the old googlecode repsootiroes and replace with the one specificed in this thread http://forums.slimdevices.com/showthread.php?104672-BBCiPlayer-with-DASH-support-test-version ).
