I'm on linux (xubuntu) and have a local DNS cache set up with dnsmasq. 
I use Google DNS at 8.8.8.8.  My ISP is TalkTalk, getting around 30Mbps.
I haven't had issues with drop outs on HLS or DASH for quite a while
now. Maybe I'm just lucky.  

So, try a few DNS servers and see if anything changes.  If it does, then
investigate ways to improve DNS response times, using different servers
or even a local cache of some form.  I'm afraid I'm very much an amateur
meddler in such matters.

Are you using HLS (as per this thread's instructions) or the newer DASH
version?

If changing DNS doesn't help, something else must be causing problems. 
Are you sure your local network is good?  Is it wired or wireless? What
platform are you on?  There should be logs available that you could turn
on and post on the iPlayer thread - hopefully someone there will be able
to see more about what's going on.
