Yes, the Name Resolution service caches DNS results for far too long.
But that's on Windows running as a DNS client, I have no idea what extra
issues the Windows DNS Server might cause. The client issue is easy to
fix, permanently disable the Name Resolution service (I think I have the
name right) but be aware all DNS lookups now go out to the DNS server
your router gives out in it's DHCP response. I point that at a Raspberry
Pi running dmsmasq so that I have local site caching in my house, but
without Windows doing any of it.
