re: ios9 on iPad 3...

Having never used 8 on my ipad3 I can only compare to 7.1.2...  and it
does seem a bit slower (which was a bit slower than ios6)...  nothing
outrageous though.  iPeng 8 worked fine, seemed responsive enough. 
Biggest issue was switching between apps.  Bringing up the control
center felt slow, and actually switching as well.  Keyboard was slow
with suggestions turned on, so I turned them off and its no worse than
ios7 KB (but not as fluid as ios6).  Safari was a bit slower as well but
not too bad.  I did notice the page reloads people complain about. 
Without a controlled test I cant say how ios7 was with the same page and
same content, but I don't remember that site reloading.

Note I set up a new iPad so no idea if an upgrade would be as
fortunate.

I think its worth it for the security updates and to be more compatible
with apps with access to newer APIs but Im not heavily using it so long
as iPeng worked it wasn't as risky for me as someone who used theirs
more.

One thing I did noticed, in the iPeng settings page I couldn't adjust
the brightness.  The slider moved the whole pane like resizing a window
rather than adjusting the slider.  No idea if that how its supposed to
work or not.  (I was using it in portait orientation).  I couldn't get
it to hit and stick on the slider no matter where I touched.
