We're talking about _kilo_bits, not megabits. That shouldn't be a problem, or you should re-consider your wifi setup.

Why is Custom-convert.conf referring to a spotty-ogg executable that
doesn't exist?

Can you check the output of "spotty.exe -x"? It should have "ogg-direct:true". Spotty (the plugin) would replace "spotty-ogg" with just "spotty" if ogg-direct was enabled. I wonder why ogg-direct wouldn't be enabled on Windows.
