There are different steps to use a plugin.
1) installing the plugin
2) making the plugin active, ie loading it
3) configuring the plugin.
2 basically is 1. Or they're the same.
What LMS version are you using? Older versions had some issues
installing larger plugins. Eg. don't immediately restart LMS when you're
prompted. But leave it alone for another minute: it might still be
downloading.
In any case check your server.log for hints about why it can't install
the plugin.
