Version 0.90.6 worked fine on Debian Stretch (minimal) thanks to your
openssl1.0.0 tip, so long as I also installed the
libcrypt-openssl-rsa-perl package (for Crypt::OpenSSL::RSA).
That now fails in 0.91.0:

I double-checked, and the Debian package for libcrypt-openssl-rsa-perl
is at its latest version:

libcrypt-openssl-rsa-perl is already the newest version (0.28-5).
