HTTPS problem?
I can see that you have the Perl SSL support in place.

>From the command line try
wget --output-document=RadioFrance.zip
https://paulwebster.github.io/RadioFrance/RadioFrance-0.1.11.zip

assuming that works ... then this might bypass the problem (although the
root cause does need fixing) ... my recollection is that LMS will
install a plugin if it finds it during the startup phase ... so

stop LMS
then ...

mv RadioFrance.zip <slimserverhome>/Cache/DownloadedPlugins
where <slimserverhome> is where your LMS is installed (there should
already be a Cache/DownloadedPlugins folder there)

then start LMS
