Then goto "SQL Playlist" in the web interface and choose to create a new playlist and select the playlist type "Advanced with rating". In that playlist you will have an option called "Minimum rating" that should do exactly what you want. There is also a number of playlist types starting with "Top rated for ..." that might be of interest.
