I dug at my old mail archives and found a conversation between me and
the maintainers of mirror.pscigrid.gov.ph (e-Science Grid.)  Looks
like that mirror is gone now, but IIRC they're connected to Preginet,
and it was very fast back then IIRC.  Their only trouble was that they
ran out of storage, and due to some goings on back then it was hard
for them to get additional storage.

Pinging mirror.pregi.net from where I am now give me around ~370ms latency:
