You and andrelst: +1.  Philip, you need to think about automation more
(there's a lot of tools to help with that: cfengine, puppet come to
mind;) 2000 time-sensitive machines seems a big deal indeed.

You could go slow on this too: start with updating just a single alias
in that pool, then do another the next day, and another; IIRC NTP
clients can know when a server in its pool is up or not, and mark them
invalid until the next update.
