This is exactly the kind of MISrepresentation I was talking about.
The bill doesn't say the government must totally disregard the technical
shortcomings of FOSS. In fact, it *explicitly* states that when FOSS can't
do the job, then that's when non-FOSS solutions can be acquired.
As I said, when the bill makes FOSS "mandatory" in government, it does NOT
disregard technical merit. It does exactly the opposite.
That is why I consider your misrepresentations dishonest. Now, if you
simply misunderstood the bill, then it is not deliberate. But I
suggest then that you read it again with more attention to what it
actually says.
