Uh yeah, use an open standard and then make the dumb decision to waste money on a proprietary reader when a free solution is available.

The government should not waste money. Aside from technical considerations, there is the issue of responsible stewardship of public money. Enforcing a default FOSS policy will save money. Simply "promoting" FOSS is toothless and will allow the status quo to continue.

Of course, some companies would like that to happen. But we don't.
