I don't think the spammers deserve time and attention to make such a fine
setting - one at archive level and one at all individual mailboxes.

Freedom of speech isn't a freedom of nuisance creation. I think most
collaboration platforms would apply some measures to keep nuisance at bay.

So we might as well block the habitual offenders. Of course, if moderation
effort is a problem, that is understandable. So we can take these measures
at our own mailbox' level.
