Hello AJ,

If you don't have fast internet at home, I suggest you to visit any
nearest internet cafe and download the Linux iso.

The easy steps would be =

Step 1) Download the Mint Linux iso at internet cafe
Step 2) Install 'Rufus' iso burner for Windows os [1.3 MB size]
Step 3) Connect your 8GB blank pen drive & burn the iso using 'Rufus'

IMP: Just to make sure that downloaded iso is NOT corrupted, perform a
checksum without fail before burning the iso in your pen drive. You
can verify checksum from the Windows command prompt.

I am suggesting a Windows based solution as internet cafe's don't
usually use Linux.
I haven't noticed any offline PLUG meetings.
If you spot any upcoming OFFLINE plug meeting, you can request for the
iso & I am sure somebody will bring the iso with them & will give it
to you for FREE of cost i.e. no procurement process. Just bring your
laptop.

Have lots of fun with the Linux operating system. Good luck!

Regards,
Amey.
