Have you looked at KDE>Settings>Background Services? See if apper appears in the list. Also this might be helpful [a]. Many moons ago, I tried to get rid of the the underlying package (packagekit) on openSUSE unsuccessfully. Akonadi, Nepomuk and Strigi are other annoyances (to me) [b]. Desktop Environment (DEs) like KDE and GNOME have put in hard dependencies on such services. You can try alternate DEs (lighter) like fluxbox or lxde.
