Regarding hdparm, There is /etc/hdparm.conf in which you can add line 'hdparm -d1 /dev/cdrom'. But it doesn't seem to work somehow. Instead try editing /etc/init.d/bootmisc.sh and add above line to it. I tried with my dad's laptop which has combo drive and dvds now play really well.
