I'm out of loop with ppp these days but I suppose initially you do not specify an IP and other parameters to the eth device if you want to use it for PPPoE. Just initialise it at boot. I may be wrong here though.

You will need to specify all the eth settings in the cofig for ethX only. If you have 2 NICs specifying HWADDR for any one of them should be ok. the other would be automatically chose properly.
