I'm assuming that you've installed these packages using apt-get. If
this assumption is correct, only then rest of my email makes sense.

apt-get has an option for "download only". (Check
http://www.debian.org/doc/manuals/apt-howto/ch-apt-get.en.html)

It also has an option of using local file system as source for .deb
files. (Check  
http://www.debian.org/doc/manuals/apt-howto/ch-basico.en.html#s-sources.list)

Combination of these two, should be able to give you the desired result.

Person having the fast net connection does apt-get -d (download only)
Then burn the .deb files on to CD and use it to install on local
machine as well as  share the CD with other people without fast
conneciton.
