Simply because the popularity of a distribution does
not depend much upon the number of packages it offers.
A normal user spends 90% of the time on few selected
packages to do stuff like word processing, email etc.

The usability of the system is more important I guess.

Since Ubuntu is debian based, one can access the
repository to get thousands of packages.

Lastly, distrowatch popularity is not something of a
standard measure or something. I do agree that Ubuntu
is popular.
