The Govt recently announced the 'broadband policy'. See http://pib.nic.in/release/release.asp?relid=4385 They define broadband as min 256 kbps and encourage higher speeds.

Software awareness and actual usage and access to it... (some bored
school kids will actually do Linux instead of SMS-ing or playing
gulli-danda or watching MTV)
