It would be an accessibility API. This way, any screen reader in the Linux
ecology would be able to connect and read the results.
Now, I know that Apple is not Linux related (they use Unix instead), but their
API is a very good example of what can be done.
And yes, ORCA is a screen reader and braille interface accessibility
application. It works in GTK based DM’s the best (such as Unity, Gnome, etc.)
and it’s python based, so there should not really be a reason why it can’t work
in KDE.
Now, back when I still had minimal vision, I liked KDE for it’s clean
appearance and ease of configuration (even to editing any dot files to make
changes). It had a look and feel similar to windows 95 or XP, only better.
However, after I went completely total in 2010, I tried to get any screen
reader that was available in linux to work in KDE. After many months and
trails, I gave up and stuck with what worked.
Oh, and even though Apple has macports of some of the more useful X desktop
stuff (including gnome), they never ported ORCA, or BrlTTY, or Emacsspeak or
any of the others, so I couldn’t use any of the available X desktop items here
either. However, apple is a different issue to be discussed elsewhere.
Anyway, I hope this helps.

As you know, I'm not too familiar with screen readers. Most of what I know
is from posts you and Steve have made over the years.

applications would incorporate or both or something else?
It looks like an accessibility API has been considered, but isn't yet
there for GNU/Linux, as described on the following page.

Now, all they need to do to make KDE perfect: add screen reader
accessibility as an API. This way, ORCA could be used.
