qwaylandwindow code is:
if (! (mShellSurface && mShellSurface->handleExpose(rect)))
QWindowSystemInterface::handleExposeEvent(window(), rect);
so if there's no shell, we always send the expose event. Sounds mad to me,
but does mean this patch makes sense.
