I will document it in the source package as debian/README.source - that's the place you should always look for unusual Debian packaging notices. Reason I haven't written anything is simply that I do not consider it unusual, from a Debian perspective. For the record (but let's postpone further discussion), I am not strongly merried to quilt, just have strong muscle memory with that tool, and have zero muscle memory with other more modern wrappers like `gbp pq`, including how to annotate meaningful DEP-3 metadata.
