   * I changed all my sources from jessie to stretch and updated. Upon a 
reboot, NetworkManager does not start.
     
   * I uninstalled the package, rebooted and reinstalled it.
   * I still get this:

reinstall could fix the solution.

This does not look like a Debian supported kernel.

Please use a Debian provided kernel or ensure, you have read
/usr/share/doc/systemd/README.gz. It least all requirements that are needed.
