Package: udisks2
Version: 2.1.3-5
Actually udisks2 depends on libpam-systemd. Therefore systemd-shim must be
installed on sysvinit-core systems.
The archived bug #752296
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=752296) describes that it
isn't possible to remove this
dependency.
But it seems that on Gentoo it is possible to build udisks2 (2.1.3) with or
without systemd dependencies.

the configure file is changed for non-systemd systems.

You can already use udisks with sysvinit, just install systemd-shim.
