Don't expect everyone to read the documentation carefully (during OS
update, when the server is down and needs to be brought up as quickly as
possible). A link to a document/note placed in the `if-*.d` directories
by the Network-manager package (ideally with migration instructions)
could prevent confusion.


NEWS.Debian is the standardized interface in Debian to inform users about such changes. Such messages are even shown to the users via apt-listchanges (installed by default) automatically before the upgrade and can be found via /usr/share/doc/$pkg/NEWS.Debian(.gz)

I don't think it makes sense if packages start dropping upgrade instructions at various random places in the file system.
So I won't do that.
