Suddenly I got the dialog shown in attached image.  I have no idea how
I'm expected to judge whether or not I should enter the root password.

1. The main text refers vaguely to "an application" and "an action".
2. In the details: 
   a) still no application; and 
   b) the action is named, but is meaningless to me.
3. The tooltip for the action value indicates it can be edited; however 
clicking does nothing.
